Armed robbers have taken over five uncompleted storey buildings at Aboso, a suburb of Swedru meant to serve as office and residential accommodation for the police.

The building, which have been abandoned for the past 30 years have deteriorated extensively and the land encroached upon.

The Central Regional Police Commander, Deputy Commissioner of Police, Stephen Andoh Kwofie, told the Parliamentary Select Committee on Defence and Interior whose members were on a working visit to the areas on Monday, July 19 that the projects had been captured in the budget every year, but no allocations had ever been made for their completion.

DCOP Andoh said personnel at the Swedru Divisional Headquarters had been compelled to cram into a small office accommodation. The Commander of the Swedru Divisional Police, Chief Superintendent Owusu Donyimah also told the Committee that personnel were scattered in rented houses in the town, making it difficult to mobilize them to respond to emergency or disaster situations, besides being subjected to threats of ejection by landlords.

He said the police were constrained by inadequate logistics which impeded patrol duties. At Winneba, the next point of call of the committee, the Commanding Officer of Winneba. Police Training School, Assistant Superintendent of Police, Samuel Asiedu Okanta told the committee that the training school land risked being taken over by encroachers.

He said “the area which initially covered 38.8 acre had reduced to about 27 acres after parts of the land had been taken away by the Lands Commission, adding that if we do not develop the land it will be taken away.”

ASP Okanta told the committee that the training school was facing many challenges, including infrastructure and appealed to the legislators for more support. The school was established in 1964 as Border Guard Training School and in 1974, handed over to the Ghana Police Service for the training of recruits and personnel.

Alhaji Abubakari Sumani, Chairman of the committee, commended the police for the dedicated service to the nation in the midst of serious challenges.

He said the committee would liase with the Inspecter General of Police for funding in the budget to tackle the projects in batches, adding, “in the next five years we should be able to finish them before they initiate new projects.”

Alhaji Sumani said the committee was also liasing with the Attorney General’s Department for Executive Instruments to protect lands belonging to the police and other security services from encroachment.

Albert Kan-Dapaah (NPP Afigya Sekyere West), member of the committee, expressed the need for adequate investment in the security services to create the enabling environment for their development.
